Below are the eligibility requirements set by the FAA to be eligible to test for a Commercial Single Engine Airplane Rating:

Be at least 18 years of age
Be able to read, speak, write, and understand the English language
Hold at least an FAA Private Pilot Certificate
Obtain at least an FAA Second Class Medical Certificate
Pass an FAA Knowledge Test (Written)
Pass an FAA Practical Test (Oral and Flight)

FAA required 250 hours total time must Include:

Minimum 100 hours powered aircraft (50 airplanes)
Minimum 100 hours of PIC time (50 airplanes)
Minimum 50 hours of PIC cross-country
Minimum 20 hours of instruction
10 hours in a complex airplane, or technically advanced airplane (TAA) training
10 hours of instrument training
One 2-hour dual cross-country
One 2-hour dual night cross-country
3 hours checkride prep
Minimum 10 hours solo
1 cross-country at least 300NM with three landings
5 hours night (10 takeoff and landings)
